With truck and everything off it should read around 12.5v

With the truck on you should get around 13.8

You either have a bad battery or alternator.

When the truck is on the alternator creates current that is used to power accessories and charge the battery. This is why the voltage should be up to 13.8 volts since the alternator has taken over. The low voltage on both is concerning. You can have the local parts store test them either in the truck or take them out

Ok I'm assuming/hoping its battery since I had a old one laying around an charged it but then again the truck was sitting for 3 years so could be alternator

Since the voltage is higher when it's running, I'd say the alternator very well may be working, but the battery may be bad enough to keep it from charging properly. I'd have that battery charged and load tested. 8)

Sitting for 3 years unused I would certainly say battery but could be both.
